Who we are

We are the procurement law team at Mills & Reeve LLP. Our leading national procurement team includes consultant Ruth Smith, who is widely acknowledged as one of the top procurement lawyers in the UK. Made up of over 20 specialist procurement lawyers working across a broad range of sector and practice areas, the team combines first class technical expertise with significant and wide-ranging practical experience.

Ruth Smith

Ruth advises public, private and utility sector clients on successful procurements and has significant experience across a range of sectors including Health, Government, Education and Technology. She also has an active contentious practice, including both defending and bringing challenges; helping her to identify risks early and advise on mitigation strategies to address these before they arise.


Christopher Brennan

Chris has nearly fifteen years of experience and cutting-edge expertise on the public procurement rules as well as a significant track record of acting for NHS Trusts and healthcare organisations – both commissioners and providers. Chris has previously played a key role in the Procurement Lawyers’ Association’s Working Groups on framework agreements and on NHS procurement, having chaired the latter.


Kevin Calder

Kevin is an expert in both public procurement and contract law, and has a particular focus on large scale outsourcing and ICT contracts. His work involves advising the public sector (including central government, NHS bodies, local authorities and universities) and the private sector on a wide range of outsourcing agreements and large scale procurements of goods and services.


Helen Prandy
Principal Associate

Helen has particular expertise in handling procurement disputes and challenges, having acted on the first reported case challenging an automatic suspension under the Public Contracts Regulations and having advised a number of public authorities on procurement challenges and potential challenges.


Jenny Beresford-Jones
Professional Support Lawyer

Jenny is a professional support lawyer responsible for supporting the work of our lawyers doing public procurement work. She works closely with the Commercial team, runs in-house training and writes legal updates.
