FAQs

  • If a Prior Information Notice (PIN) is issued under the Public Contracts Regulations 2015 (“PCR 2015”) prior to 28 October 2024, does this result in the procurement exercise following the PCR 2015?
Assuming that the Tender Notice for your procurement is published on or after 28 October 2024, then it will be regulated by the Act. The PCR 2015 will continue to apply to procurements which are “commenced” prior to 28 October 2024 (“commencement” will usually mean that a Contract Notice has been published in relation to the procurement). The publication of a Prior Information Notice (PIN) under the PCR 2015 will not amount to “commencement” (unless it was used as a call for competition – and this is unlikely as it has not been possible to do this since 26th March 2023).
