These regulations apply to the award of works and services concession contracts between a contracting authority / utility and a concessionaire, where the value of the concession exceeds the relevant threshold.
The Public Contracts Regulations 2015 are in force for all procurements commenced on or after 26 February 2015. You may also wish to refer to our 2015 Regulations timescale tracker and our 2015 Regulations award procedure decision tool.
The Utilities Contracts Regulations 2016 was enforced from 18 April 2016, replacing the 2006 regulations of the same name for all in-scope procurements commenced on or after that date.
